Hong Kong and Shenzhen Sign Framework Agreement to Jointly Establish Botanical Gardens, Paving the Way for National Status

SHENZHEN — On Tuesday (July 27), Mr. Tse Chin-wan, Secretary for Environment and Ecology of the Hong Kong Special Administrative Region (HKSAR) Government, witnessed the signing of the Framework Agreement on the Joint Construction of Botanical Gardens between Shenzhen and Hong Kong in Shenzhen.

The agreement was signed by Hong Kong's Agriculture, Fisheries and Conservation Department (AFCD) and Leisure and Cultural Services Department (LCSD), alongside Shenzhen's Planning and Natural Resources Bureau and Urban Administration and Law Enforcement Bureau. Designed to establish a model of deep ecological integration within the Guangdong-Hong Kong-Macao Greater Bay Area, the framework lays a solid foundation for a future joint application to establish a national botanical garden.

The signing ceremony was witnessed by Mr. Tse Chin-wan, Mr. Dai Jintao, Vice Mayor of the Shenzhen Municipal People's Government, and Mr. Liang Xiaodong, Deputy Director-General of the Forestry Administration of Guangdong Province. The agreement was officially signed by Mr. Xu Songming, Director-General of the Shenzhen Municipal Planning and Natural Resources Bureau; Mr. Zhang Guohong, Director-General of the Shenzhen Municipal Urban Administration and Law Enforcement Bureau; Mr. Mickey Lai Kin-ming, Director of Agriculture, Fisheries and Conservation; and Ms. Vincent Liu Kwun-chee, Director of Leisure and Cultural Services.

Under the framework agreement, Shenzhen and Hong Kong will collaborate across several key domains:

Plant Diversity & Conservation: Jointly conducting systematic regional plant resource surveys, establishing a comprehensive protection system for rare and endangered wild plants, and promoting local vegetation recovery alongside ecosystem restoration.

Ecological Protection & Corridor Construction: Strengthening cross-boundary green corridors and habitat connectivity.

Collaborative Research & Capacity Building: Launching joint initiatives in plant taxonomy, nature conservation, and ecological restoration, as well as facilitating professional talent exchanges.

Public Education & Horticultural Displays: Creating horticultural exhibitions that showcase national and regional characteristics, alongside promoting nature education and citizen science initiatives.

Following the ceremony, Mr. Tse joined representatives from other Asia-Pacific Economic Cooperation (APEC) member economies on a visit to the Museum of Contemporary Art and Urban Planning in Shenzhen. The delegation gained insights into Shenzhen’s experience in developing a livable, green urban environment, engaged in exchanges, and participated in a mangrove planting activity.

On July 28, Mr. Tse will attend the 2026 APEC Meeting of Ministers Responsible for Forestry to participate in discussions on forest protection and sustainable management, balancing ecological benefits with livelihoods, and leveraging technological innovation.
